If that was attempted any where in the US it would require the approval of 18 or 20 federal agencies, another couple dozen state and county bureaucrats, and several thousand dollars investment in permits and it still wouldn't be legal.
 
Sounds good. A lot of shore line, even on small bodys of water, have been lost due to improper rip rap. Learned a day late and dollar short that something was needed behind the rock to hold the dirt as the water would wash between and behind the rock.
